Set the chart's placeholder version to 0.2.0

make helm-package passes --version and --app-version from the tag, so these fields decide nothing about what is published -- but a tree heading for v0.2.0 that still says 0.1.2 tells its reader something false. Same as 738c210 and 0e3118d before it.
